However, a specific category-based extension of Ayushman Bharat to all auto-rickshaw and taxi drivers — irrespective of income level — as a standalone UP state programme has not been publicly operationalised. UP's existing Ayushman Bharat covers over 5.14 crore beneficiaries, but universal coverage for all transporters requires a separate GO.

UP announced an EV Policy in 2022 offering subsidies on EV purchase including e-rickshaws. EV charging stations are being installed under the central FAME-II scheme and UP's state budget. However, achieving charging infrastructure in all UP cities — including Tier-3 cities and rural towns — remains a work-in-progress. e-Rickshaw has become a primary mode of last-mile transport in UP cities, and the state provides purchase subsidies, but integrated charging + parking + auto-stand infrastructure is not fully deployed statewide.

However, "world-class cultural centres" for all four personalities as distinct fully-functional institutions with events, exhibitions, and research facilities are not yet comprehensively operational.

The memorial complex (built at ₹40 crore) includes VVIP suites, dormitory, an auditorium, cafeteria, open-air stage, herbal garden, and 4 lake ghats — developed as a full cultural tourism site. PM Modi participated virtually. Sculptor: Padma Shri Ram Sutar (who also made the Statue of Unity).

The Grand Film City development (see Item 6) is expected to further anchor this incentive framework.

However, a comprehensively-branded "Online Integrated Temple Information System (ITIS)" covering all UP's temples with route maps and history — as described in the manifesto — has not been separately gazetted. The tourism portal partially fulfils this function.
