Provide free electricity to all farmers for irrigation within the next 5 years.
In ProgressUpdate 1
Energy Minister Arvind Kumar Sharma informed the State Assembly that over 10.59 lakh farmers have successfully registered under the free electricity scheme. He assured the House that the 5.06 lakh private tubewell owners yet to register are not being pressured for bill recovery and continue to receive free irrigation power — though registration remains a mandatory administrative requirement for processing the state subsidy.
↗ Business Standard | Mar 5, 2024Update 2UP Budget 2025–26 allocated ₹509 crore for PM KUSUM (solar pump scheme) as a complementary track to the free-electricity commitment — enabling farmers to generate and consume solar power for irrigation. UP has also completed 3,817 of 4,680 target agricultural feeders under its feeder segregation plan, ensuring dedicated daytime power supply to farms. Nationally, PM KUSUM crossed 10 lakh pumps installed/solarized in FY 2024–25. The 5-year promise window runs to March 2027; with ~10.59 lakh of 15.65 lakh private tubewell farmers registered as of Feb 2026, ~32% remain to be onboarded before the deadline.
↗ IISD Solar Agri Bulletin | May 2025Update 3Finance Minister Suresh Khanna presented the 2026–27 state budget, confirming that the flagship scheme providing 140 free units per kW per month to farmers for tube well irrigation has been actively running since April 1, 2023. The budget allocated ₹18,290 crore for irrigation and flood control schemes — a 30% increase from the previous year. Cabinet had formally approved 100% electricity bill waiver for 14.78 lakh private tube wells in March 2024, retroactively covering all bills from April 1, 2023.

Ensure sugarcane farmers are paid within 14 days; mills that delay payment shall pay interest to farmers as well.
In ProgressUpdate 1
UP Agriculture Minister Surya Pratap Shahi told the state assembly that sugarcane farmers are now paid the full amount in one instalment rather than three, and that mills now pay ₹400 per quintal versus ₹280 under the previous government. However, the opposition raised persistent complaints about payment delays at several mills. The government cited improved payment speed but farmer groups continued to report delays in multiple districts.
↗ ChiniMandi | Dec 2025Update 2Sugarcane farmers across western UP — in Meerut, Muzaffarnagar, Sambhal and Pilibhit — continued to face delayed payments in the 2025–26 crushing season. Pilibhit farmers were owed over ₹220 crore from four mills after 50 days of crushing, while the Kinoni mill in Meerut had cleared only 38% of dues. District Magistrates were forced to issue notices to defaulting mills. However, some mills such as Mawana, Nanglamal and Daurala did clear dues fully, showing uneven compliance across the state.

UPSRTC confirmed it is "working on the project" — planning to issue identity cards to eligible women passengers to maintain records. The GM (IT) of UPSRTC stated: "The scheme will come into effect once the govt order (GO) on it is issued." A March 2022–March 2023 UPSRTC survey found that ~88,000 women above 60 travel daily on its buses — about 7% of total daily passengers — meaning roughly 85,000 women would benefit daily once launched.
↗ Sarkaritel / IANS | Feb 16, 2024Update 2Finance Minister Suresh Khanna included a token allocation of ₹1 lakh in the 2026–27 Budget for the free bus travel scheme for women above 60 — signalling formal intent, but not operational rollout. Make Uttar Pradesh tuberculosis-free by 2025 — ahead of national target.
EvadedWhy Evaded
The 2025 deadline has been missed. Uttar Pradesh reported over 6 lakh TB cases between January and October 2025 alone — the highest of any state in India — far from elimination. India's national target was also officially missed, with the Health Ministry actively engaging MPs for intervention to accelerate case detection. TB elimination requires fewer than 1 case per 10 lakh population; UP is nowhere near that threshold. Progress in detection and treatment has improved, but the promise of making UP TB-free by 2025 is unambiguously unfulfilled.

Following the 2023 Global Investors Summit, the state organised Ground Breaking Ceremony 4.0 (Feb 2024) — claiming implementation of more than 14,000 investment projects worth approximately ₹10 lakh crore and generating 33.5 lakh employment opportunities in one year. ↗ UP GBC 4.0 Portal | Feb 2024Update 2The government is now targeting ₹88 lakh crore investment via a second Global Investors Summit (GIS 2.0), which dwarfs the original ₹10 lakh crore manifesto commitment.
